Abraham Maslow membagi kebutuhan menjadi lima tingkatan dari kebutuhan yang paling sederhana ke kebutuhan yang lebih kompleks. Kebutuhan yang lebih tinggi hanya muncul jika kebutuhan di bawahnya sudah dipenuhi, demikian pula seterusnya. Inilah alasan mengapa teori kebutuhan A. Maslow disebut sebagai teori tingkatan atau berjenjang.
